New Index Reveals Who Is Really Leading AI in Central and Eastern Europe
The first index measuring strategic AI readiness across 11 Central and Eastern European countries reveals a region at a structural crossroads, with governance emerging as the defining differentiator
AI Chamber, in partnership with The Recursive Media, and with support of Europe Cloud, has launched the CEE AI Index 2026, the first research initiative focused exclusively on measuring the strategic AI readiness of Central and Eastern European nations. Evaluating 11 countries, the index reveals a region that is further along than the global conversation suggests yet increasingly splitting into two distinct trajectories: northern and central CEE countries proving structurally ready to lead, while parts of the southern tier are still building the foundations to follow.
The CEE AI Index measures strategic AI readiness: the structural ability of a country to develop, operate and host artificial intelligence efficiently, safely and in a governed way. It covers 11 countries, 33 indicators and 363 data points across three pillars – Environment (governance frameworks and digital infrastructure), Resources (talent and financial ecosystems), and Deployment (adoption and research outputs). The index was built to give policymakers, investors and ecosystem builders a factual basis for understanding where the region stands – and where it needs to move.
CEE is splitting into countries that will shape AI in Europe and countries that will consume it. The difference isn’t size. Its sovereignty, governance readiness, talent investment and institutional ambition across the region.
Different paths, shared ambition: how CEE’s top performers emerged
Size is proving far less important than strategic focus in determining AI readiness across Central and Eastern Europe. Estonia and Lithuania, with a combined population under 4 million, score higher than Poland on overall AI readiness, while Slovenia, home to just 2 million people, leads the region on relative to its scale. The top-performing countries arrived at similar scores (less than 3 points difference) through entirely different routes: Estonia has emerged as the region’s most institutionally mature AI ecosystem, combining deep digital-state infrastructure with high enterprise adoption and one of Europe’s strongest concentrations of AI talent. Slovenia leads on testbed density and science, technology, engineering and mathematics (STEM) pipeline. Lithuania leads on open data governance and AI job market demand. Poland anchors the region on scale, with the largest HPC capacity, strongest research output and biggest AI workforce volume.
“Central and Eastern Europe has been building the conditions that serious AI investment requires: governance frameworks, talent pipelines, and in several markets, infrastructure that is already operational,” says Tomasz Snażyk, CEO of the AI Chamber. “What has been missing is the data to make that case with precision. For anyone allocating AI capacity in Europe over the next few years, the picture this index paints is one that is hard to ignore and early enough to act on.”
Governance is the great divider
On governance, Central and Eastern Europe is ahead of the global average, confirmed by Oxford Insights’ Government AI Readiness Index 2025, an independent benchmark covering 195 countries referenced by UNESCO and the G20. But the CEE AI Index goes further, revealing a critical distinction that global rankings miss: while nearly every country now has a national AI strategy, only a handful have built the institutional capacity to execute on it. Estonia, Poland and Lithuania lead the region with Environment scores of 73, 65 and 64 respectively, reflecting stronger regulatory coordination, digital infrastructure and policy continuity. Bulgaria and Croatia, by contrast, score 29 and 27, underscoring how gaps in governance maturity increasingly translate into weaker AI readiness.
EU compute programmes are compressing the hardware gap across the region, but the index makes clear that infrastructure access is no longer the main differentiator. Across CEE, Environment scores tend to outpace Resources: the platform exists, but the ecosystem filling it is still forming. What separates markets is not hardware but governance capacity, talent density, investment culture and the ability to turn policy intent into operational reality. The near twofold gap between Estonia (59) and Croatia (32) reflects exactly those differences.
AI Act may widen the region’s AI divide
The index suggests the EU AI Act could become a competitive advantage for countries with mature governance frameworks and institutional capacity already in place. Estonia, Poland and Czechia are better positioned to translate regulatory readiness into enterprise trust and investment attractiveness, particularly among companies seeking compliant AI deployment environments. For countries still building core governance capabilities, the challenge will be twofold: accelerating domestic AI development while adapting to increasingly complex European regulations.
A region of diverse levels of readiness
CEE is one region, but not one story. What the index reveals is a distributed set of strengths that, taken together, make a compelling case for the region as a whole. No single country dominates all three pillars. Instead, competitive advantage is distributed: Estonia, Slovenia stand out in research intensity and STEM capacity, Lithuania accelerates, and Poland scales. Taken together, the index finds a region whose distributed strengths add up to more than any single market could offer alone.
Hungary has adopted a national AI strategy for 2025-2030 and appointed a dedicated government AI commissioner, with execution as the next step. Latvia, Slovakia, Bulgaria and Croatia each carry specific readiness assets, from experimentation infrastructure and tax incentives to technical capacity and education pipelines.
“The markets at the top of this ranking are already operating at or above Western European averages on enterprise AI adoption, with governance frameworks and talent conditions that compare favorably to much larger economies. That has not yet translated into proportional investment flows into the region. For anyone allocating AI capacity in Europe over the next few years, that gap between what the data shows and what the market has acted on is where the opportunity sits,” – notes Tomasz Snażyk.
What the index means for the region
The CEE AI Index 2026 arrives at a moment when AI sovereignty is no longer an abstract concept. For investors and policymakers, the Index offers a granular map of where AI readiness in Europe is already operational – and where it remains aspirational. “Central and Eastern Europe is home to some of Europe’s strongest AI talent, yet a significant investment gap with the rest of the continent persists – in both public and private funding. Estonia, Lithuania, and Slovenia lead the CEE AI Index, outperforming countries many times their size in digital governance, talent, and infrastructure. Yet despite this rapid rise, the region has only recently begun to feature in the conversations where Europe’s major AI investment decisions are made.
