Open Letter to the Council of the European Union
AI Chamber has issued a joint industry letter to the Council of the European Union, co-signed by 15 leading organisations warning that the current direction of the Digital Omnibus risks undermining AI development and Europe’s competitiveness.
In the letter, the signatories argue that instead of delivering simplification, the current Council approach introduces additional layers of complexity, increases compliance costs, and perpetuates legal uncertainty. This, they warn, risks sending a negative signal to innovators and investors at a time when Europe is already struggling to compete globally in AI and digital technologies.
The organisations highlight a growing disconnect between political ambition and regulatory execution. They point in particular to the European Council’s own March 2025 conclusions, which called for a clear, simple, and innovation-friendly framework, contrasting this with what they describe as an increasingly formalistic and burdensome approach in the current draft.
The AI Chamber and co-signatories urge the Council and Member States to revise the current trajectory before adopting a general approach. They call for a return to the original objectives of the Digital Omnibus: genuine simplification, harmonised rules, and a regulatory framework that actively supports innovation and competitiveness across the Single Market.
